1.How do I register as a jobseeker?

The easiest and fastest way to start your job search is online:

Answer the questions on the web service and submit your information. After this, your job search begins immediately.
You will receive an acknowledgement of receipt that includes the information you submitted and the period for which your job search is valid. You also receive instructions on how to go on from there.

2. Where can I check my customer data?

Log into E-Services to check and update your customer data, check the validity of your job search and see if you have any open matters and tasks. Complete the assigned tasks by the deadline.

5. Where can I see if the TE Office has sent me a request for information?

You can respond to a request for information from the TE Office on the E-Services  
under "Kaikki asiointi" > "Omat työttömyysturvatiedot” ("All services" > "My unemployment security information") or  
by clicking on the request on the "Avoin asia tai tehtävä” ("Open matter or task") list on the home page to go to your personal unemployment security information page.

6. Where can I get a certificate of unemployment?

You can print a certificate of the validity of your job search on the E-Services. On the front page, go to "Kaikki asiointi" > "Oma työnhaku" > "Katsele omia työnhakutietoja” ("All services" > "My job search" > "View your job search information"). The certificate shows the start date of your job search and your employment status on the date of printing.
You can also find and print your employment plan ("Oma suunnitelma", "My plan") or the labour policy statement issued to you ("Omat työttömyysturvatiedot", "My unemployment security information").

7. I have moved. Is my address automatically updated in the TE Office data system?

Your new address is not automatically updated in the TE Office customer data system. Submit the changed address or other new contact information yourself. You can update your contact information on the E-Services or contact the telephone service for personal customers or your local TE Office.

8. Why is the employment plan important?

When you register as an unemployed jobseeker, we assess your situation based on the information you have provided. The services you need and the activities you have agreed on will be compiled into a plan, which will outline the goals for you job search, the ways in which you will personally promote finding employment, the services you will need and how you will be in contact with the TE Office in the future. You must follow the agreed plan to avoid losing your right to unemployment benefits.

If the employment plan includes services promoting employment (job search training and career coaching, work or education try-out excluding labour market training, independent study supported by an unemployment benefit, rehabilitative work activities, independent study under the Act on the Promotion of Immigration Integration), the party paying the unemployment benefit may pay an increased amount of benefits for the duration of the service.

9. How can I report my steps to follow the plan?

You can report the tasks you have completed as a part of your employment, activation or integration plan online on the front page of your E-services under ”Avoimet asiat ja tehtävät” ("Open matters and tasks"). You must report on completing the tasks by the agreed deadline.
You can report them on the E-Services if the plan has been signed and your job search is valid, the completion of the tasks has not yet been recorded, and the plan review date has not passed.

You can report one or more tasks at a time. If you wish, you can provide more detailed information on the completion of the task in the Additional information field. Once submitted, you will no longer be able to edit the information you have already entered. If you wish to correct a report sent through E-Services, contact the TE Office. Once you have sent the report, you will receive a notification of receipt. You can choose to print the form using the PDF print function or save it on your computer. If you cannot use the E-Services, agree with your office on how you will send completed tasks to the TE Office.

The TE Office will determine your right to unemployment benefits after you have registered as a job seeker with the TE Office and you declare that you are applying for unemployment benefit. Studying or being an entrepreneur may affect your right to the benefit.

2. How do I apply for a benefit?

After you have registered as a jobseeker with the TE Office and applied for unemployment benefits, the TE Office examines your requirements for receiving the benefit as stated in the labour policy . The TE Office issues a labour policy statement either to an unemployment fund if you are a member of one or to Kela if you are not a member of an unemployment fund. You must then submit an application to the payer of the unemployment benefit.

The party paying the unemployment benefit, i.e. the unemployment fund or Kela, ensures that the other requirements for receiving the benefit are met, such as the mandatory waiting period. You can also ask the payer of the benefit how e.g. income from part-time work affects the payment of unemployment benefits.

3. What certificates should I submit to the TE Office?

You are not required to initially submit certificates to the TE Office. If additional documents are required, an expert at the TE Office will request them separately by letter, telephone, e-mail or text message. Required documents may include a certificate of a lay-off, diplomas, certificates of employment, employment contracts or medical certificates.

If you need to submit documents to the TE office, we recommend using the secure messaging service (turvaviesti.te-toimisto.fi).

4. What is a labour policy statement and when should it be issued?

The labour policy statement is a statement issued by the TE Office to the party paying the unemployment benefit (unemployment fund or KELA) on your right to unemployment benefit. In some cases, you may receive a request for clarification from the TE Office, to which you must reply before a statement can be issued.

The TE Office must issue a labour policy statement without undue delay, however within 30 days after you have submitted the clarification and its appendices. You can find out the processing time at your local office on the office's home page.

5. I am not happy with the labour policy statement issued by the TE Office, what can I do?

A labour policy statement issued by the TE Office cannot be appealed. Instead, you can file a complaint after receiving the decision from the payer after applying for unemployment benefits from Kela or the unemployment fund. Instructions on how to appeal will be detailed in the decision of the payer.
If the TE Office has issued a labour policy statement without your clarifications or with incomplete information, you can submit your clarification or additional information to your previous report for reprocessing. The request for reprocessing must be made in writing and you can submit it to your TE Office by e-mail. Please note that the request for reprocessing does not mean the same as an appeal against the decision of the payer of the unemployment benefit.

6. I have been issued a waiting period. Can I go to work?

The waiting period refers to a period without compensation, i.e. when you are not entitled to unemployment benefits. You can accept work also during the waiting period, and starting work does not affect the duration of the waiting period. However, you can not receive adjusted unemployment benefit during the waiting period even if you start part-time work.

7. I received a 0A4 statement from the TE Office stating that my job search is no longer valid. What can I do?

The labour policy statement includes the date when you will no longer be entitled to unemployment benefits. You do not have to do anything if you have already restarted your job search or if you no longer need the job search to be valid. Please note that the validity of your job search is a prerequisite for receiving unemployment benefit, including the adjusted unemployment benefit. If necessary, re-register as a jobseeker.

1. How can I book an appointment with the TE Office?

Not all services require booking an appointment with the TE Office. You can change your job search information and check the validity of your job search and your unemployment security statement online. If you need to book an appointment with the TE Office, always contact the TE Office directly by telephone or visiting your local office. If you need to postpone your appointment, you also do this directly with the TE Office.

2. The TE Office was supposed to contact me by yesterday but I didn’t get a call


Your job search is valid until further notice if you log into E-services and your customer data states "Your job search is valid. The TE Office will contact you by dd.mm.yyyy." This means that your job search will remain valid even if you have not yet been contacted by the TE Office. The TE Office will contact you as soon as possible.
It is important that you keep your contact details up-to-date so that the TE Office can contact you when needed (e.g. appointments, job offers).

Local government pilot on employment

How do I know whether I am a customer of the local government pilot on employment? 

You do not need to determine yourself whether you are a customer of the local government pilot on employment. If you are a customer of the local government pilot on employment, you will be notified of this in person by letter, or when you register as a jobseeker or announce the start of unemployment or lay-off through E-Services.  

When you want to start your job search, register as a jobseeker with the TE Office following their instructions.

What do I do if I am transferred to the local government pilot on employment? 

When you are a customer of the local government pilot on employment, your municipality of residence which is included in the municipal experiment can help you find employment and offer you suitable services instead of the TE Office.  For example, if you are a customer of the Pirkanmaa employment pilot and your municipality of residence is Tampere, you will receive help in finding employment from the City of Tampere. 

Your municipality of residence assesses your service needs and prepares an employment plan with you. Your municipality of residence can also issue labour policy statements or ask for more information on unclear issues by requesting a clarification. When you need help, first contact the expert in your own municipality of residence.  You also have access to E-Services and TE telephone services. 

Support for employment

What are pay subsidy and pay subsidy card?


The TE Office can grant the employer a pay subsidy to cover the salary costs of an unemployed person if the jobseeker cannot find employment in the open labour market or if they have not been accepted for an education programme. The TE Office decides on a case-by-case basis when the jobseeker's employment can be supported by the pay subsidy.

The TE Office may issue a pay subsidy card to the jobseeker (formerly Sanssi and Duuni cards) for independent job search. If the jobseeker has a pay subsidy card, this means that the TE Office is committed to granting a pay subsidy for hiring the card holder if the requirements related to the employer and employment relationship are met.

A pay subsidy may be granted for those without a pay subsidy card if the possibility of subsidised employment is included in the employment plan of the unemployed jobseeker.

Vacancies service

1. How do I find jobs in my field?

TE Services use the International Standard Classification of Occupations (ISCO) . Online services only show occupation titles included in the ISCO list. The professional titles on TE Services are categorised according to this classification. Find more information on the ISCO classification on Statistics Finland's website

Paikkavahti vacancy notification service

  1. How can I receive notifications on jobs I’m interested in through Paikkavahti?

1. How can I receive notifications on jobs I’m interested in through Paikkavahti?

First search for a job. The link to the notification service appears on the page after the search. Try different search criteria. You might receive unnecessary email notifications if you haven't set enough search restrictions.
Open Vahti on the top menu. Enter the email address to which you’d like to receive notifications and confirm the subscription. You can change the email address later by clicking the link “Tilauksen hallinta (“Manage subscription”) in the email.

2. When I open a notification from Paikkavahti, it says “The job is not being advertised.” What does this mean?

The position may have already been filled or it may have been removed from the vacancies for some other reason after you have received the notification. If you see the message "The job is not being advertised” after clicking the link, the description of the position is no longer available.

3. Why does the Paikkavahti service send me notifications of the same jobs again?

Check you subscription on the notification management settings. It is possible that you have selected to receive all notifications. If you only wish to receive the latest notifications, set a restriction on job ads older than 24 hours or 3, 7, or 14 days.
You might also receive the same job ad several times if the advertisement has been edited; after this the Vahti service treats it as a new advertisement and sends you a notification to your e-mail address.

4. Why do I not receive job ads per email?

An activation link has been sent to your email before your subscription takes effect. You have to click the link to confirm your subscription; after this it will be valid. If you didn't receive the activation link in your email, check to see if it is in the spam folder.

Education and career

1. Who can participate in labour market training and what support can I receive during that period?

Labour market training is primarily intended for unemployed jobseekers or persons older than 20 years who are at risk of becoming unemployed. Under certain conditions, others, such as already employed people and those outside the workforce, can also participate in the training. Student selection depends on the applicant's need and suitability for the training.

The jobseeker is paid those unemployment benefits that they are entitled to when unemployed as well as an expense allowance for the duration of the labour force training. The applicant's job search must be valid for them to participate.

The participant might receive increased unemployment benefits during the training period if participating in a service promoting employment has been agreed upon in the employment plan with the TE Office. 3. What is independent study supported by an unemployment benefit?

Under certain conditions, the student can independently study full-time for a maximum of 24 months per study module without losing their unemployment benefits. However, basic education can be supported for a maximum period of 48 months. As a rule, support for studying must be agreed in advance with the TE Office.

Support for studies that have started during employment or that have been interrupted for at least one year may be agreed upon even after starting the studies. Similarly, it can be agreed that the studies can be supported if the studies have started during the phasing of the financial benefit paid by the employer or if the same studies have been a part of labour market training. The conditions for the payment of unemployment security must also be met. There is no subjective right to independent studies supported by unemployment benefit.

In general, at least the following requirements must be met:

  • The student must have a valid job search
  • The student must be at least 25 years of age when the first support payment is made.
  • The TE Office has confirmed the need for training and assessed that studying will improve the person’s vocational skills and chances of being employed.
  • The applicant must be a full-time student. Full-time studies are considered studies with an average of at least five credits or three credit units per month of studying or 4.5 competence points per month of studying or 25 hours a week.
  • If studies cannot be supported by unemployment benefits, it may still be possible to study on a part-time basis without losing the unemployment benefits.

Commuting area and expense allowance

1. What is my commuting area?

Under the Act on Public Employment and Business Service, your commuting area extends 80 kilometres from your actual place of residence. This is important in terms of reimbursement of expenses, among other things.

Please note that the commuting area is not in itself a valid reason to refuse the work offered; it is the duration of your commute that will be reviewed in connection with your refusal to work.The commuting area, on the other hand, is important for calculating the reimbursement for costs.

2. Must I apply for jobs that are located far away?

Previously, the jobseeker was obliged to accept work within their commuting area. Now the average amount of time spent on daily commuting is reviewed when assessing the jobseeker's obligation to accept the work offered. According to the Unemployment Security Act, you have a valid reason to refuse work offered to you if the duration of your daily commute in full-time work exceeds an average of three hours. In part-time work, the limit is an average of two hours.

When considering time spent commuting, public transport, the use of a bicycle or the employee’s own car and the possibility of walking to the place of work are considered. You are not required to purchase your own car.

Usually, your address entered in the TE Office's customer information system is considered your actual place of residence. The commuting area of jobseekers who have entered a Poste restante address is determined by the address of the TE Office where the person is a customer.

3. How much expense allowance is paid and can I get it?

If you are a jobseeker receiving unemployment benefits, you are entitled to reimbursement for travel and other expenses incurred while participating in the service. Expenses are reimbursed for labour force training, job search coaching and career training referred to in paragraphs 22-24 of the Act on the promotion of work try-outs and integration.

The amount of expense allowance depends on whether the service promoting employment is organised in your commuting area or outside of it. An expense allowance of EUR 9 per day is paid. However, an expense allowance of EUR 18 per day is paid if:

  • you participate in a service organised outside your commuting area
  • you participate in a service organised outside your municipality of residence in your commuting area and participating will cause accommodation costs that you can prove to be related to the service.

If you apply for earnings-related daily allowance, the expense allowance is granted to you by the unemployment fund. If you apply for a basic daily allowance or labour market subsidy, the expense allowance is granted by Kela.

The TE Office may grant you an expense allowance if you are an unemployed personal customer and participate in labour market training, job search training, career coaching and a work try-out. The requirements for granting expense allowance is that you do not have the right to expense allowance paid by an unemployment fund or Kela or, under other legislation, the right to reimbursement of costs arising from participating in the service.

1. How can I report a vacancy?

The best way to post an open vacancy through the TE Office is online. Post an advertisement for the open position online on Enterprise and Employer E-Services. The online service contains all TE Services for companies and employers that can be managed online. Employers can log into the service with single sign-on. You can post a vacancy by clicking the E-Services button.

You can also currently access the services with the user IDs of a TE Services employer with a contract. You can get your online service user ID from your local TE Office. With this ID, you can use the basic E-services but not all of the online services.

You can also post an open vacancy by calling your local TE Office or by filling an open online form.

2. There are errors in my job advertisement. How do I fix them?

Contact the TE Office that registered the job advertisement. If the company has a contractual customer's online user ID, it is also possible to make changes in the online service.


Determining your salary

How much should I pay my employees?

The minimum wage is based on collective agreements. An employer who is a member of an employers' association that has concluded a collective agreement must comply with the collective agreement their association has concluded. An employer who is not a member of an employers’ association that has concluded a collective agreement must comply with the generally binding collective agreement in the sector.

The employer may not agree on worse benefits for the employee than what is stated in the generally binding collective agreement. For more detailed information on generally binding collective agreements, contact your employers’ or employees’ association or occupational safety and health administration.
If the employer is not a member of an employers' association that has concluded a collective agreement and there is no generally binding collective agreement in the sector binding the employer, the employer must pay a salary considered normal and reasonable for the work.

If the sector has an agreement other than a generally binding collective agreement, the salary set for the work in that agreement can be considered normal and reasonable. If there are no collective agreements in the sector, normal and reasonable pay may be based on e.g. the pay recommendations by organisations operating on that sector. If there are no agreements or recommendations on the sector, it is recommended that full-time work be paid at least to the extent that the right to a daily allowance under the employment condition of the Unemployment Security Act is fulfilled.

Support for hiring

How can I get support for an employee's salary costs?

The employer can apply for a pay subsidy granted by the TE Office for the salary costs of an unemployed jobseeker.
The purpose of the discretionary subsidy is to promote the employment of unemployed jobseekers and to improve their professional skills and competence. This means that the granting of a pay subsidy is based on the employer’s need to spend more time than usual training the new employee and familiarising them with their tasks.
If the jobseeker has a pay subsidy card from the TE Office, this indicates that the person can be granted a pay subsidy. The employer's conditions for receiving support will be reviewed separately.
The employer applies for a pay subsidy from the TE Office in whose operating area the place of work is located or where the jobseeker is registered as an unemployed jobseeker. Remember that the employment relationship may not begin until the decision on the pay subsidy has been issued.

Starting a business

1. Can I get a start-up grant?

A start-up grant can be granted to a full-time entrepreneur. In other words, the start-up grant cannot be paid if the income of the person starting a business is otherwise secured by a salary or other income. The start-up grant is personal and taxable social assistance and can be granted to several partners in the same company.

Under certain conditions, the start-up grant can also be applied to a new owner of an existing business in generational shifts and changes of ownership. The start-up grant is discretionary subsidy and decisions are made on the basis of e.g. a business plan and often a start-up grant statement from regional business services.

The application must be submitted well in advance and the business owner must receive the decision on the grant before starting business operations. It is recommended to submit the application electronically so that the matter can be easily initiated. Always contact your local TE Office before applying for a start-up grant!

2. I’m thinking about starting my own company. Where should I start?

The Suomi.fi online service has plenty of information on matters related to starting your own company. You can read handbooks on starting a business and use the new entrepreneur's checklist as a helpful tool. You can also easily find a business advisor near you to book a personal appointment.
You can create an electronic workspace for your company using My Enterprise Finland. On the My Enterprise Finland workspace, you can take an entrepreneur test and create a business plan.
If you would like to get advice on the telephone, you can call the Enterprise Finland telephone service which can help you get started and provide advice on the most asked questions about owning a business. If necessary, the advisor at the telephone service can directed you to other public business services such as the nearest regional business advisor for further discussions.

Employment policy project support

What is employment policy project support and how can I apply for it?

Employment policy project support is a form of funding that the TE Office can use to procure short-term services for its customers.
The content of the projects may vary but their aim is to promote the employment of unemployed jobseekers. The TE Office may grant the support to an association, foundation, municipality or joint municipal authority.

The employment policy project support is discretionary and the TE Office may determine whether to grant the support based on e.g. the kind of activities or which target group it is intended for. The opportunities available to start accepting project applications for new projects depend on the region's funding.
